The
Lincroft Village Green Association is committed to promoting
a safe, pedestrian friendly environment for all residents
and visitors of Lincroft. To this end, the LVGA has been working
with both township and county officials to improve the sidewalks
and crosswalks throughout Lincroft.
Pedestrian Safety along CR520: Major
concerns for pedestrian safety in the center of Lincroft
are found here. A list of LVGA
recommendations to improve pedestrian safety in the center
of Lincroft is found here.
Multi-use path: We are happy to report
that Monmouth County has constructed of a multi-use path
along the south side of Newman Springs Road. However, because
of wetland concerns, the path is not complete in two areas.

Sidewalk to Post Office Update:
In previous years Middletown Township had planned to
extend the sidewalk on the north side of Newman Springs
Road from the Lincroft Library to the U.S. Post Office.
(The township's original press release from 2003 regarding
this sidewalk can be read here.)
Unfortunately, a small minority of the residents that
would be affected by the new sidewalk on their properties
would not give the township permission to build the sidewalk.
The sidewalk would have been funded by grant money.
Although the Township’s 2006 attempt to extend
the sidewalk on the north side of Rt. 520 from the middle
of the Library to the Post Office was unsuccessful, Lincroft
recently witnessed the success of a portion of this sidewalk
extension being built. This was due to the ingenuity of
Lawyer, and Lincroft resident, Thomas J. Hall (no relation
to our prior mayor). Mr. Hall proposed a Win-Win-Win situation
for the township in his plans for the professional building
that now resides at that location which included:
• Continuing the sidewalk from the middle of
the Library property, along his property, and connecting
to the sidewalk at Sunrise Assisted Living.
• Providing a sidewalk along the driveway to the
back of the Library.
• Widening, lowering the grade, and repaving/restriping
the Library driveway and the parking lot in back.
• New retaining wall along the sidewalk/driveway.
Mr. Hall provided a “win” to the Township
by improving the Lincroft Library property at no cost
to the Township, a “win” to his professional
building by providing better traffic flow and parking,
and a big “WIN” to Lincroft by improving pedestrian
and car access to the Library, improving the appearance
of the Library, and helping Lincroft further the dream
of a continuous sidewalk to the post office!

Crosswalks for Swimming River Road:
Swimming River Road is approximately one mile in length
with residential areas on both sides of the road and several
school bus stops. While sidewalks exist along some areas
of Swimming River Road, sidewalks are not continuous for
the entire length of Swimming River Road. Yet with
significant pedestrian traffic, school bus stops and a
lack of continuous sidewalks, there are currently NO crosswalks
on Swimming River Road. Consequently, the LVGA has asked
the Monmouth County Engineering Department to construct
three crosswalks on Swimming River Road at the locations
of school bus stops. In addition, we have asked
the county to repaint the existing crosswalks on Newman
Springs Road with a wide, striped pattern. The letter
requesting this can be viewed here.
The county evidently passed on our request for crosswalks
to Middletown Township. The Middletown Police reviewed
the need for crosswalks on Swimming River Road and reported
to the Township Safety Council. The analysis and recommendations
by the Traffic Bureau Commander, Lt. Henry, as well as
former Mayor Hall's request for the analysis can be viewed
here. A letter from
Robert Czech, former Middletown Township Administrator,
to Joseph Ettore, Monmouth County Engineer, outlining
Middletown's position on the requested crosswalks can
be viewed here. Based
upon Lt. Henry's analysis, Middletown Township has denied
the request for the three requested crosswalks and proposed
a single new crosswalk at Oak Street.
The LVGA is continuing our efforts to convince Middletown
Township to allow the needed crosswalks along Swimming
River Road. We urge you to write to Mayor Scharfenberger
at 1 Kings Hwy, Middletown, NJ 07748 and ask him to support
crosswalks along Swimming River Road.
