Pedestrian Safety in the Center of Lincroft

The LVGA recognizes that there are serious pedestrian safety concerns in the center of Lincroft, associated with crossing both Newman Springs Road (CR520) and Swimming River Road/Middletown-Lincroft Road (CR50) as well as walking along CR520 and the Acme driveway. Coupled with congestion, during high traffic times, and speeding, when traffic is light, the safety of pedestrians in Lincroft MUST be addressed. LVGA Board members have continually studied this problem, beginning in 1999 with the original Lincroft Task Force, and recently in 2007 with the current CR520 Task Force.

The specific problem areas that we have recognized include: (See recommendations)

1. Pedestrains cross CR520 midblock between the pharmacy and Dunkin Donuts lot. Many stand in the center of the road in the dual left turn lane while they wait for traffic to clear. Some drivers choose to drive directly across CR520 from the pharmacy to the Dunkin Donuts lot from parking lot to parking lot.

2. The one pedestrian-only-phased light is at the corner of Hurleys Lane and CR520. Pedestrians cannot easily cross at other lights and the lights are too far from preferred crossing spots to be useful for many pedestrians. Mid-block crossings with islands are needed.

3. Motorists enter the center lane of CR520 to make left turns at Swimming River Road well before the intersection (at the Dunkin Donuts exit) and speed to the light. The speeding cars pass pedestrians who are crossing mid-block as well as cars making various turns from driveways.

4. Sidewalks are narrow and adjacent to the road. With no shoulders on CR520, this places pedestrians on sidewalks within 5 feet of traffic. Bicyclists also use the sidewalk since there are no bike lanes.

5. Sidewalks are not ADA compliant. Utility poles block the sidewalk at the corner of Hurleys Lane and CR520. The sidewalk in front of the brick wall by the Dunkin Donuts is extremely narrow.

6. There is no sidewalk or crosswalk along the Acme access road. Senior citizens from Luftman Towers cannot access Middletown-Lincroft Road without walking in the road or taking a much longer route through parking lots.

7. There is no sidewalk or shoulder along CR520 from Sunrise Assisted Living to the Lincroft Post Office. The Post Office is only safely accessible via motorized vehicles.

8. Slip lanes at the corner of CR520 and CR50 have yield signs. Motorists are looking to their left to exit the slip lane and do not notice pedestrians. Also the placement of the crosswalks in the slip lanes do not permit pedestrians to see approaching cars and visa versa.

9. Many motorists do not obey the posted 35 MPH speed limit.
