Marpal Expansion Opposed

The Lincroft Village Green Association (LVGA) joins the municipalities of Middletown and Tinton Falls in opposing Republic Services’s application to expand its Marpal solid waste transfer facility on Wayside Road in Tinton Falls. Marpal accepts type 13 debris (construction, demolition debris and bulky household items) from various haulers throughout Monmouth County. Pending county approval, this expansion will nearly double the facility’s capacity from 450 tons to 800 tons per day.

In their application to the Solid Waste Advisory Council of the Monmouth County Planning Board, the company stated that this increased capacity would require an increase of peak hourly traffic from 18 to 30 tractor trailer and container transport trucks per hour. The application also asks for an extension of operating hours from 9 pm to 12 pm, midnight.

Roger Foss, Co-President of the LVGA, emphasizes the impact this proposal would have on the local community should the county give its approval stating, “An expansion of tractor trailer and container transport truck traffic of this magnitude on Wayside Road will have a detrimental impact on traffic conditions on Swimming River Road, Middletown-Lincroft Road and Newman Springs Road in Lincroft. These roads are already overburdened, and there are significant problems in this area regarding the volume and speed of traffic through the mainly residential neighborhood. The roads are not designed nor built to sustain the volume of heavy tractor trailer and container truck traffic which is proposed, and according to Marpal’s own submission will result in peak tractor trailer and container truck hourly traffic of approximately 30 vehicles or one vehicle every 2 minutes.”

The LVGA formally requested that the county’s Solid Waste Advisory Council vote no on the Marpal expansion proposal. To bolster its case, LVGA collected over 1000 signatures from area citizens which will be formally presented to the county at their next public meeting.. The LVGA has also publicly stated its opposition to the expansion at every public venue where the proposal was discussed.

In formal resolutions, both the township governing counsels of Middletown and Tinton Falls expressed their formal opposition to the expansion.

Middletown’s resolution stated, “The Township Committee of the Township of Middletown opposes the proposed expansion as the increased truck traffic, noise, light and air pollution will have an adverse effect on the surrounding residential neighborhoods and negatively impact the quality of life…”

Tinton Falls’ township council stated in their formal resolution that they “vehemently oppose(s) the proposed expansion” also based on quality of life issues. Tinton Falls citizens have also signed and submitted petitions protesting the expansion.
