Monmouth County Commissions Additional Study of
CR520.
As a result of an overwhelming public opinion against many
of the proposals made in the Orth-Rodgers CR520 Corridor Study
of 2002, (see CR520:
2002), the county Freeholders commissioned Orth-Rodgers
to revise its study of CR520. An Independent newspaper article

Monmouth County Presents Revised Recommendations
to Middletown Township.
Before presenting these revised plans to the public, the county
held several closed-door meetings with the municipalities
that would be affected. As a result, the Middletown Township
Committee and Mayor Peters wrote a letter on May 13, 2003,
to the County Engineering office, outlying the Middletown
Township Committee's reaction to the revised plans and Middletown's
recommendations. That letter can be viewed here.
Monmouth County Presents Revised Recommendations
to Local Business Owners and the LVGA.
A few months later the county engineer's office then invited
local business owners as well as the LVGA to preview the revised
plans. Three representatives from the LVGA, Roger Foss, Mary
Ellen Hintz and Carol Baker, attended the meeting on August
12, 2003, and reported back to the executive board of the
LVGA. After discussing the revised recommendations, the LVGA
wrote a letter
to the county engineer dated September 17, 2003. The letter
also contained a sketch
of the LVGA's proposed center island between Hurleys Lane
and CR50. These documents can be viewed at letter and sketch.
LVGA Hires Roundabout Consultant.
Because it was apparent that the county wanted to build a
large jug handle at the entrance to Brookdale Community College
which the LVGA found unacceptable, the LVGA sought the opinion
of a well-known expert on roundabouts, Mr. Michael Wallwork.

membership funds and local business donations were used to
hire Mr. Wallwork to make two presentations regarding roundabouts
on November 12, 2003: one during the morning to the county
engineer and his staff and the second in the afternoon to
Middletown township representatives. The concept of roundabouts
to replace traffic signals and/or jughandles was well received

Monmouth County Presents Revised Plans to the Public.
The county engineering office presented the revised plan for
CR520 to the public at a meeting held at Brookdale Community
College on the evening of November 12, 2003. Mr. Giannechini,
announced at the meeting that the county would be looking
into building a roundabout at the Brookdale entrance on CR520.
Various other proposals were made including center islands
and changing the Acme back driveway to CR50 to 2-way and connecting
other parking lots to it. The county also proposed widening
Lincroft-Middletown Road to create a right turn lane that
would be as long as the present left turn lane. The traffic
islands at the intersection would then be eliminated. The
county has not released a written document containing the
revised plans. However, the revised plans are addressed in
the LVGA response in our letter of December 11, 2003, as outlined

Consultant Writes Recommendations.
Mr. Wallwork wrote a list of recommendations regarding CR520.

Mr. Wallwork also did a SIDRA analysis, comparing the level
of performance of various intersections along CR520 if a roundabout
were built vs. conventional traffic lights. The SIDRA

LVGA's Response to the County's Latest Recommendations.
The LVGA responded to the county's request for opinions by
writing a letter, which included a list of recommendation,
dated December 11, 2003. That letter can be viewed here.

to our letter in a letter dated January 16, 2004 which also
may be viewed.
